Title: PA: Deletion of PA 926 ALT TRUCK and PA 52 ALT TRUCK (Thornbury Township)

Since this was a weight-restricted bridge, I will go ahead and remove both routes from the HB.  Also the previous work on PA 52 at the Brandywine Creek bridge (https://www.mychesco.com/a/news/traffic/penndot-completes-major-construction-on-route-52-lenape-road-bridge-rehabilitation-in-birmingham-township/) that may have been a reason to keep this route was completed last year.

After further review and my clinching of PA 926 yesterday, I have realized that I need to restore the PA 52 ALT TRUCK Route.  These signs at the south end (https://www.google.com/maps/@39.8805948,-75.6675928,3a,37.5y,105.95h,87.94t/data=!3m6!1e1!3m4!1sL9h40yV_O3HGprltuASJnw!2e0!7i16384!8i8192) and at the north end (https://www.google.com/maps/@39.9563093,-75.6008428,3a,75y,153.89h,85.43t/data=!3m6!1e1!3m4!1s4gzCKDWlAKizrk88XXkzzw!2e0!7i16384!8i8192) in GSV proves it.

The PA 926 ALT TRUCK route is now unsigned so it will not be restored.
