VA: I-395/VA-27 mess

We honestly should have a graph connection here between the two routes.  Would recommend using the location that I-395 use for that interchange mess.

Also, the following exit number should be adjusted in both I-395/US-1's files:
10 -> 10A  (It's signed as 10A both ways, NB & SB)

Also would recommend adding a new point to I-395 for the Express interchange @ Eads St, as that's a complete interchange.  Especially since that's the northern end of the 'reversible' system too where it splits into separate lanes for each direction so that it can be open 24/7 into/out of DC.

^ Minor caveat:  US 1 is not along that stretch of I-395.

That said, I agree that a graph connection should be done.  I'd also make the argument that a point should be added at South Hayes St for the half-interchange that IMO is *NOT* 1PPI with the US 1/VA 110 interchange.

I was thinking about that too, but didn't wanna mention it, as I thought the Eads one would be a higher priority, as you could be forced off onto it depending the time of day.

NB:
10A - GW Pkwy SB
10B - GW Pkwy NB

SB:
10A - Boundary Dr
10B - GW Pkwy SB
10C - GW Pkwy NB

The exit 8 family has the same problem...

NB:
8A - VA 27 WB
8B - VA 27 EB
8C - Hayes St

SB:
8A - VA 27 WB
8B - VA 110
8C - US 1

Not sure why Exit 9 was dropped from the US 1/VA 110 interchange...

There is no elegant solution to all this.  I changed it to:
8A - VA 27's graph connection
8B - VA 110/US 1
8C - Hayes St.
Eads Rd
10A - Boundary Dr
10B - GW Pkwy

Only the new 8B cannot have its old designation as an alt name.

Wasn't posted for that interchange going SB at least.  Was for 'Clark St' (for as far back as GSV has imagery there), until it got folded into '10A' SB when the roundabout was built there.

And couldn't find any 'Exit 9' going NB either.  As far back as '08, GSV shows the NB ramp for US-1 access as '8C'.

10A is not for the same intersecting road in both directions:

NB:

10B - GW Pkwy NB

Signage says otherwise, as signage shows Boundary as part of 10A going NB. lol.  Hence why I suggested just giving Boundary '10A' since both ways at least show it in some capacity. ;)

US-1 didn't have it's labels updated to 'match' I-395's exit number changes.
