Title: QC: Short QC169 bypass opened in Alma

On October 31, per this MTQ press release (https://www.transports.gouv.qc.ca/fr/salle-de-presse/nouvelles/Pages/ouverture-complete-voie-contournement-alma.aspx).

OSM already shows the route's relocation to the new alignment, which also affects intersecting route QC 172 (short segment between old and new QC 169 alignments remains part of QC 172, per MTQ online mapping).
