Title: UKR: SW Poltava bypass

A new southwestern bypass of Poltava is open to traffic, between M03 and M22. It's shown in OSM, as another M3 segment; no idea how accurate this is.

It's accurate. Ukraine is in need of an big overhaul, which I'll do after Italy (only two travellers, lower priority). I'll add the Poltava bypass then.
