Title: NY: I-295 exit number issues

NEW? -> 7 (Willets Point Blvd, mainly because it's separate from the Cross Island Parkway ramps.  Mainly suggesting it this way because of the 'old' 8 exit on the other side of the bridge there.)
7 -> 8
8 & 9 -> 9 merge together & recenter

Leaving this as-is. One point is sufficient here, and it doesn't pass the each half connects to a different highway that we are also mapping (https://travelmapping.net/devel/manual/points.php#double_half) test.

Leaving this as-is. One point is sufficient here, and it doesn't pass the each half connects to a different highway that we are also mapping (https://travelmapping.net/devel/manual/points.php#double_half) test.

I'd still then suggest the renumbering, mainly because since it's centered on the highway we're mapping's exit is posted as 8 (https://goo.gl/maps/V6RUHdaMUxjsGxbS9).  But that's just me in this case.
