Title: KY: KY 420 Point Request

I am requesting to add a point at the intersection of Todd St and Capital Ave (https://www.google.com/maps/@38.1895967,-84.8741434,3a,75y,290.81h,85.81t/data=!3m6!1e1!3m4!1s187bqwfkISu85hWIzauIKQ!2e0!7i16384!8i8192) south of US 60.  I went south to see the capitol building after stopping in the area to walk-clinch US 60 due to a closure just west of KY 420.

I was already going to recommend adding a couple points to move the line east of the Kentucky State Capitol via the long Word Document.  Right now the line goes straight through it.
