Still signed, as Loop not Spur. Shapefiles agree with map from minute order, and some text. Minute order text inconsistent with itself. The "IT IS THEREFORE ORDERED" bit agrees with designation file, Statewide Planning Map, and grid maps. And the HB. Notwithstanding the fact that it's still signed...
