CO: US 24 Business (Manitou Springs) truncation

Looks like 24 Business doesn't extend beyond the middle US 24 intersection (current point "US24"). Any signage referencing the BL at 31st St seems to be gone now, and the section of Manitou/Colorado between those points has no signage and isn't in CDOT's system anymore.

Will remove soon unless objections are expressed.
