Title: QC: A-85 extension in Saint-Antonin

An 11-km extension of Autoroute 85's main, northern segment is now partially open to traffic. One roadway temporarily carries two-way traffic, while the other roadway is finished.

This extension also shortens QC 185, which connects A-85's two segments. Also, concurrent TCHMai will need conforming edits.

I'm on the road right now, but will deal with this soon when time permits.

Once the fixes went through, I noticed I'd muffed a change to the concurrent TCHMai file. I ran most of the new/updated files in the pull request through the Waypoint Editor to double-check, but not that one. A followup pull request will come soon.
