VA: I-81 and US 11

I-81:  A shaping point should be added between 298 and 300 to keep the line south of US 11.

US 11:  Consider replacing the shaping point with a visible point at SR840.  Maybe add SR727 as well for access to the Belle Grove Plantation.

The new SR727 and SR627 labels on US 11 sadly created duplicate label errors (and messed up the line of the road).

Also I see that the shaping point between VA292 and SR614 should be replaced with a visible point at SR 707.
