Title: mexsf: Mexico Select Freeways

I'm thinking any toll roads that are not part of the federal or state systems should be included.

Many Mexican toll roads in mexd include RIROs with local streets or driveways, and even the occasional median U-turn. So these should be acceptable for mexsf.

Mexsf should include any city maintained freeways, even if signed as part of a federal highway, since the alignments of those can change at a whim (and often don't follow the entire length of the freeway).

I think that the tier should be changed from 3 to 2 since freeways are a higher category than national routes.

cannf and usasf are tier 3. I think this is categorized correctly for North America.

The difference between what's Tier 2 & what's Tier 3 where has always been a bit "blurry" to my observation.
Note that's there's no formal definition to what's in a tier. Nor should there be.

It simply means that on the maps, Tiers 2 & 3 will be rendered underneath Tier 1 systems, and above Tier 4 systems.
This system is less "important" than the Tier 1 system(s) in the same area and more "important" than any (actual or potential) Tier 4 systems, right? Then either Tier 2 or 3 will do.

US Select Named Freeways is Tier 3, so having it there would be consistent with that.

I there any reason why the system is not yet in preview state?
Since it is a Select system, it is not necessary to have "all routes included".

If there is no reason to hold off with the promotion to preview, can we please do it? It would help to deal with the review for the revision of Federal and State Expressway systems (mexdn + mexedn) (https://forum.travelmapping.net/index.php?topic=3176). Thanks.
