Title: NC: Some Flat Rock point tweaks

US 176 and US 25 Business Hendersonville: The point at MillSt would be better located at Upward Road, which connects to I-26.
NC 225: The point at SheSt would be better located at N Highland Lake Road, which connects to Upward Road, which connects to I-26.
