E28 is split into two ConnectedRoutes, that connect to one another at the POL/RUS border.

This dates back to CHM.
Edit: 2 ConnectedRoutes dates back to CHM. The connection at the border doesn't.

What it is is that the E28 between Gdansk and Kaliningrad was initially shown as via a ferry (as the E77 does). The rerouting onto roads happened during the move from CHM to TM, and the syncing up with my local files and I'm pretty sure I just assumed that it had been like that on CHM and so didn't fix the .csv (and every time I skimmed over that bit I went "OK, that's the road that does that, and forgetting by the time I've scrolled down to E77").

I'm not sure whether the Gdansk-Russia bit is actually signed as E28 - a quick look the other day suggested it wasn't and having a more detailed look and fix of the mess that is precise E road routing around Gdansk is on my to-do list. I'll hold off fixing it so that I can fix it right.

One of the issues is that someone edited Google/Wikipedia/etc to have the E28 routed that way and its now the case that its just treated as if it is part of the route, but not really based on the evidence. There's some term for it where some mistake is made on a source and it spirals through various sources - I can't remember what it is, and I'm now running late for a first trip to a pub for non-food reasons in probably 15 months, so I won't look it up!

That's the one. I don't think I'm the genesis of it, but certainly have been caught up in it and helped fuel it.

It is something obvious and sensible after all, for an international route arriving at Gdansk from the west and leaving Kaliningrad in the east to be using the Berlinika between Danzig and Koningsburg, rather than a ferry, even though that ancient autobahn through East Prussia was probably not very good until they upgraded it. But when they upgraded it, you'd have thought the new signs would be able to have 'E28' on.

The primary sources suggests it doesn't link up - the AGR agreement uses '...' rather than '-' in the description, and there are no signs - but every secondary source says it does because its a much less stupid state of affairs.

Now to relook at the assumptions I made with E75 and E77. It doesn't help that there's a lot of mess with the signage to the south of Gdansk. Other than some questionable signs, what I'm seeing so far is that the E roads just match the national numbers (which possibly also need tweaking).
