Title: NOR: E16 Jevnaker bypass

A new alignment of E16 has been opened (stage 2 yesterday, stage 1 even earlier). I will only implement it when I know how the old routes will be numbered (or if the status quo remains "stable" for a while).
OSM + https://vegkart.atlas.vegvesen.no/#kartlag:geodata/@247929,6687743,11 still know it being E16.

vegwesen.no + OSM still show both routes as E16. GM has no numbering for the new alignment and E16 still on the old route. I keep on postponing the implementation of the change.

Second, the old alignment is still indicated as E16, just like the bypass.
October 2022 GSV (https://www.google.com/maps/@60.2372485,10.3697446,3a,22.7y,226.3h,85.29t/data=!3m6!1e1!3m4!1sO02NZge2uIkLvP14BnA8JA!2e0!7i16384!8i8192) still shows throughout E16 signs along the old alignment. However, Fv241 is indicated on the new alignment at both ends on October 2022 GSV: west end (https://www.google.com/maps/@60.2203429,10.3441257,3a,15y,81.86h,88.69t/data=!3m6!1e1!3m4!1s8hqFX-Sku63Y322aV2TE4w!2e0!7i16384!8i8192) + east end (https://www.google.com/maps/@60.2685695,10.5019837,3a,15y,250.09h,86.09t/data=!3m6!1e1!3m4!1s0EqtgtKoQp0ayeev6Y4DpA!2e0!7i16384!8i8192).

Thus, I've relocated E16 onto the bypass and called the old route Fv241 (Jevnaker) since Fv241 main route intersects the route in the middle. If the old E16 - now Fv241Jev - changes its number again, I can simple rename the new Fv241 route or split it.
