Title: SC: SC 460 extended

Per the 2022 SC Official Map plus Jan 2020 SCDOT minutes, SC 460 was extended from SC 160 east of Fort Mill south and west back to US 21 Bus.  GMSV shows some posting has occurred.

I went ahead and fixed the SC 460 updates entry.  It had "va.sc460" instead of "sc.sc460".
