Title: RI I-95 mileage-based exits

Reports on AARoads (https://www.aaroads.com/forum/index.php?topic=12215.msg2784033#msg2784033) are that the renumbering project is complete.
Work is underway to make the changes on TM.

The diffs on GitHub might be helpful to match up old with new exit numbers.

^ using a utility like GitKraken, you can line the diffs up side by side and make things easier on the eyes.
You've just gotta clone the repo...
