Title: TN: TN147 west portion

I'm not sure if the west piece of TN147 was overlooked, or maybe was decommissioned at one point. That said, having just driven TN69A, there are still signs for TN147 in Big Sandy, which makes me assume that it still exists.

Thanks for the report. Most recent GMSV is 2009, and there weren't any at the intersection with 69A then, which is why that segment was left out. It's in the database, so I will add it. https://github.com/TravelMapping/HighwayData/pull/6186
