Title: WI: WI 50 Truncated to WI 31

I'm going to bump this, because I can't find any confirmation in either direction. The latest AARoads post said Kenosha may have refused to take it, which would seem unlikely. I would have thought the state DOT would've signed some sort of agreement beforehand.

still signed all the way to 32 (field check last night)
