NC: new waypoint for NC126

West of Morganton, there are some waypoint roads that intersect with NC126 that are frankly pretty minor (Swan Pond Drive, for example), while a more major road (Watermill Road) isn't the spot of a waypoint or shaping point. Watermill is a much more important road - it's a direct route to the town of Glen Alpine, it's one of the only bridges over the Catawba River between Lake James and Morganton. It's more worthy of waypoint status that other points on 126. I think this is worth revisiting.

A large number of waypoints are at minor roads simply because that's where a shaping point would be.

I have, however, been able to reconfigure NC 126 in that area to make Watermill-Glen Alpine Rd work.
