ND: Various western ND changes

From my travels yesterday.

The ND 23B Truck (New Town) bypass has been completed, now meeting the main ND 23 route at both ends. A point would need to be added to ND 23, for the new western intersection with the truck route.

ND 22 south of Killdeer should get a point for the town of Manning, small (population about 70) but still the Dunn County seat. I suggest a point for Wil(cox)St, in the center of town and just south of the county courthouse. But I drove the entire route within town limits before returning north to ND 200, so any point in Manning would do for my list file.
