QC: new A-915

As discussed on the AARoads forum, Quebec seems to have a short new Autoroute spur, A-915 in Saint-Jérôme. It's less than 2 km long. The online mapping cited in the AARoads post has long identified the spur as part of the Autoroute system, but until now not as a separate route. It's also shown in OSM as Autoroute 915.

This appears to be unsigned. It was when I field-checked it a few years ago, and seems to still be unsigned as of a month ago. July 2022 GMSV shows the spur signed only as part of A-15 southbound, and northbound only as QC 117/QC 333  (should be "Vers (To) QC 117/QC 333", but MTQ always omits the Vers).

I'm disinclined to extend our policy re: unsigned Interstates to Quebec's and other provincial freeway systems. We once had a supposed unsigned Autoroute in the HB, A-920. On further review, we found that it was not officially an Autoroute at all, and so removed it from the HB.

A-915 is also too short, IMO, to be added to cansf. So I would do nothing, until at least one A-915 marker is posted in the field.

Agree with leaving it out of canqca. Re adding it to cansf, the only possible consideration is that it does have an interchange between the two ends. Not saying that's enough to make it worthy, but shorter routes have made it.

cansf would imply it's a named freeway, right? It doesn't even have a signed name, so I don't think it should be there, at least until it's properly signed (if it's ever signed, that is).

My hunch is that it will end up with just one randomly-located A-915 reassurance marker, like the barely-signed A-930 south of Montreal.
