So this project is in process (https://www.penndot.gov/RegionalOffices/district-9/pages/details.aspx?newsid=1004).  What I did notice was that I saw that PA 96 TRUCK exists along US 30 from PA 96 to PA 31 as well so I did add that in the meantime.

The concurrency between the PA 31 truck route and US 30 is broken at Sleepy Hollow Rd (which has a point on US 30 that PA 31 Truck lacks).

Yes, that is fixed in my pull request as well.
