VA: VA 141 Point Concerns

1.  Should EffSt be renamed for the Norfolk Naval Shipyard Gate?
2.  Should there be a graph connection with I-264 here?
3.  I would change LonBlvd to LonSt (London St).

One of my earliest childhood road memories is the shipyard intersection...used to drive my father to work here in 1974 and coming down Effingham was how we got there, the ramp to the right to turn left.

17 years later, when I worked at the shipyard, the I-264 interchange with VA 141 and Court St was a tough ride at rush hour.

I-264 really has separate exits with VA 141 and Court St.  All 4 possible movements are present for Court St and I-264, but since the off-ramps in both directions require using part of the Exit 7 ramps for VA 141, it has no separate exit number.  I synched up VA 141 and I-264 and call that exit 7 on I-264's file; then I put another point at the Court St overpass and labeled it CouSt.

I think that CouSt should instead be 7A since it is truly still part of Exit 7.  More importantly, US 460 ALT (Norfolk) needs to be updated with the changes to I-264.

My bad on 460 ALT.

I changed the CouSt name to 7B since accessing Court St from 264 EB is through the 7B exit.
