don't account for concurrencies by the total mileage when we
do account for concurrencies.
These figures exclude mileage from usaush & usanp, since they're not part of states' primary systems.
However, usasf & whatever other named systems are still counted, so hopefully they don't skew the data
too much.

AK 1.00536Alaska's a bit tricky, since its ratio is inflated by its unsigned Interstates concurrent with regular state routes. If we don't count usai in Alaska, the ratio is much lower.
