VA: VA-143/I-664 graph connection

I think there should be a graph connection between the two routes.

While VA-143 has a point for I-664 in it's file, I-664 doesn't.

I would recommend adding a separate '5A' point in I-664's file using the same coordinates from VA-143's file for I-664.
