Combine 11 and 11E (1PPI?)

Meh. There's always the probability that a NY parks & rec employee, LEO, or ambulance driver could be a TM user.
Weird enough, the Google car was able to enter here in Oct 2017. I guess that 200 Canadian dollar fine is just part of the cost of doing business.

The extra entrance ramp from the frontage road in addition to the one from the main interchange tips me in favor of keeping this in.

That's a Sunken Meadow Pkwy exit. SagStaPkwy does not have its own exit numbers here.
