Title: NC: NC-150 tweaks

Spotted a few minor issues with the route that should be addressed.

NEW -> HicTreeRd (connection down to I-285/US-52/NC-8)

NEW -> CleRd (interchange)
missing -> I-40 (intersection for the ramps is missing)
