DEU-NW: B474/B67 Dülmen

A new B67 section is to be opened b/n B474 and A43. It was announced to be opened by end of 2022, early summer 2023, August 2023, and now September 2023. We will see when it will finally happen :)
B474 has already been removed from the official mauttabelle.de (toll table which indicates all federal roads by law), i.e. it has been downgraded, between the future B67 and A43. However, it is still indicated on NWSIB and I don't know the new numbering. So, need to wait a bit before implementing anything.

Edit 2023-11-02: NWSIB does still have the old (downgraded) B474. Odd. Need to wait...
