Title: ND: ND1806 incorrect routing (Mandan)

So I always thought that ND 1806 took a different route through Mandan than the HB says it does, going around the east side of town and intersecting I-94 (on OSM), so I went looking, and the signage I could find seemed to confirm that. However, signage in this area is poor to nonexistent, so make of that what you will.

This map (https://www.dot.nd.gov/road-map/urban-maps/urban-functional-class-maps/func_cl_mandan.pdf) agrees. So it looks like we should relocate ND1806.

In GMSV, I also saw enough signage confirming and nothing contradicting.

Edit: I've made some commits to take care of the relocation.
