Title: DEU-NW B59 downgrade in Cologne

The route from A1 to downtown was removed off the latest federal truck toll list as-of 2023-01-01 (mauttabelle.de) and should thus not be a federal road anymore.
However, the was no announcement by the district authority - but it might come very soon - and the road authority database https://www.nwsib-online.nrw.de/ was also not yet updated. The road will likely be downgraded to a vanilla city street as it belongs to a traffic experiment.

The official announcement of the district authority was published on Dec 27th. However, only the section from L34 to B9 is downgraded. The short section A1-L34 is not mentioned :( The official nwsib map is not yet updated albeit the rededication is valid from 2023-01-01. I need to revisit the nwsib site before truncating the route.
