codn: DRC Routes Nationale

The system is still in development, thus not mappable for TM and no user stats yet.

I guess it's still in devel status because not all routes are drafted and I assume it's difficult to find the correct routes and their routings.
I tried to find sources but none is complete:
- wegenwiki has N1-N9 in detail.
- en.wikipedia has N1-N6 but.... crab
- fr.wikipedia has a not consecutive list N1-N44
- de.wikipedia has a not consecutive list N1-N42 but with GM links (however, GM itself has them too )

I'm curious what will happen
