VA: VA 154 Point Concerns

1.  There should be a visible point at Chestnut St as it is the signed access to US 60 and US 220.  I am unsure on how I feel about the hidden shaping point.
2.  LocAve should be LocSt.

US 60/US 220:  The VA154 labels should be changed into RivSt (US 60) and HicSt (US 220).
