Title: NC: fixed some alt labels

A few usaus route waypoint labels in NC were changed from I-XX(YY) format to YY(XX) format recently, but the alt labels were of the form +II-XX(YY).  I assume this was a copy and paste mistake and they will be corrected in tonight's update.

Yes…cut and paste snafu on my part.
