WI: WI 42 waypoint WI310 off by several blocks

WI 310 now intersects WI 42 in Two Rivers at 16th St. as indicated in OSM, not at 12th St. as the HB has it.

I drove all of WI 310 (Two Rivers to I-43) earlier today. OSM's routing comports with my recollection, including that the WI 310 intersection is north, rather than south, of the West Twin River, and also that WI 310 crosses the river a few blocks west of WI 42.

EDIT: The WI 42 route file could use another change just south of Algoma, to add a point for county road K. That was the north endpoint of a detour I had to take today around a bridge closure (the south endpoint, CRD_Kew, is already in the file).
