Just noticed this, at the far northern end of Honshu (Japan).  And yes, it's in TM.

Any other examples of signed routes along sets of stairs?

So that's where the Pokémon routes come from lol...

Not a signed route, but there were definitely named streets in Italy that transitioned from pavement to grass to stairs etc... Here the drivable road turns to the right, but as far as road names go Via Feliceto continues straight, turns right at that wall, and then goes up some stairs to the village.
