FRA-BRE: N164 Rostrenen bypass

The bypass is to be opened on 2023-05-31. I need to wait for OSM being updated to get the exact location of the western end.
I guess that the old route will be renamed to D2164.

I've relocated N164 and renamed to formerly intersecting route wpt labels: https://github.com/TravelMapping/HighwayData/pull/7109
I'll keep the thread open because I don't know the road number for the old route nor its exact routing at west end since the adjacent expressway section is currently u/c.
