Title: kwtr: Kuwait Routes

The preview system has 21 routes for about 475 miles. No TM user has any travel (https://travelmapping.net/user/system.php?u=sneezy&sys=kwtr) so far.

wegenwiki (https://www.wegenwiki.nl/Koeweit) has a different route list, e.g. not R8 or R25. wikipedia (https://en.wikipedia.org/wiki/Roads_in_Kuwait) does not indicate numbered routes. What's our source for the routes?
