AR/TN: US 78 moved to Crump and posted on I-55

This changes west of SomSt, which can keep the same name. Other points should be:
EastSt (former US 78 eastbound)
MisBlvd?
DanThoBlvd
US61/64
and then copy from US70.

@mapcat, I recommend adding an addition point @ East/Crump, due to that being the way EB US-78 historically got onto Crump due to Crump being divided @ MLK preventing left turns.

That way, anybody who went EB on US-78 in the past, can finally claim some of Crump till they travel the new extension.
