Title: VA: I-95/495 exits 177/177C

Looks like that they need a recenter, as they seem to still be on the original alignment of the 4-lane highway there before it was realigned for the new Woodrow Wilson Bridge.

Would also affect US-1 @ Exit 177.

On a side note, should VA-400 get a graph connection with Exit 177C?

changes made.  I did sync up VA 400 with the beltway here.
