Title: PA 32 Alt Truck

I was down in PA to see the new I-95 ramps and I noticed a PA 32 Alt Truck route signed from US 1.  Not sure where it goes, but I didn't see anything in the HB, so I thought I'd report it.

Mostly a concurrency with US 1 between PA 32 and Pennsylvania Avenue, with a connecting segment back up to 32 along Pennsylvania Ave. All 3 waypoints already exist, just need to create a new route for them. This is Markkos1992's territory, so I'm not going to step on his toes by creating PA32AltTrkMor.
