Title: NC: US-64 centering issues

Just noticed a few points that really need to be recentered, especially since everything else around them are centered on the highways properly.

US23/441_S (affects US-23, US-441, US441BusFra)
US23/441_N (affects US-23, US-441, US64TrkHen, NC-28)

Also noticed a missing interchange just to the West of the US23/441_S point @ Roller Mill Road that should be added to US-64's file too.
