Title: FRA-BRE: New N164 alignment near Rostrenen opened

Edit: It's not clear to me what exactly has been opened. What's updated by OSM so far, does not require any change. If a western extension was opened (not yet updated by OSM), hwy data needs to be adjusted.

OSM is updated now, GM to. A 1.5km section from D790 to the east opened. Old alignment is D2164-22 now. No TM traveler has been there so far.
