Title: CT: CT 184 Western Endpoint

It looks like CT 184 should be potentially extended to I-95 (with a new graph connection there) (https://www.google.com/maps/@41.3647795,-72.0711524,3a,75y,47.2h,96.45t/data=!3m6!1e1!3m4!1sjH617E5bRifalE96BmSBLQ!2e0!7i13312!8i6656).

The Groton town road map (https://portal.ct.gov/-/media/DOT/documents/dpolicy/policymaps/tru/pdf/058_tru.pdf) convinces me this is the right thing to do.

I'll move the existing Exit 85 point a bit east and have it do double duty.
