The California State Highways are still a preview system, a work in progress.
I haven't been following that system's topic super close, but one of the perennial sticking points seems to be how to handle segments that CalTrans relinquishes to local jurisdictions, cities etc. Oscar discusses some of what he's done where, and his rationale for doing so.
