Title: VA: US-50 centering issues

Noticed quite a few points along US-50 that are pretty badly offset from the intersections.  Might be due to them still being original points from back in early days of CHM that were never cleaned up.

Anyways, there's quite a few others that could use a recenter in US-50's file, but these are the worst of the bunch IMO:
US340 (also affects US-17)
US17_S
US15
US29_S (also affects VA-236)
VA123 (also affects US-29)
US29_N (also affects VA-237)
VA237 (also should be renamed to VA237_S)
VA120

The graph connections with US 15 and VA 237 needs to be fixed.  On US 15, you might as well add the point at the other roundabout as well to the south while you are at it.

Should both points at the second roundabouts on US 15 and US 50 be HowBraDr or HowBraRd?  Right now the US 15 one is HowBraRd with the US 50 one HowBraDr.
