Title: MD: MD 351 decommissioned

MD MD351 was decommissioned in 2014 and within the last few months, removed from overhead highway exit signage on nearby US-15.

I found this out when I went to look up the route to see why the shields were removed on US-15.

Minor error, but we don't add the 'root' file name (md.md351) to the updates page because it then links to a dead page on the site. :P

Ouch, shit! Noob mistake. I can do better than that!  :-[

This fix should be much more 1337 (https://github.com/TravelMapping/HighwayData/pull/1337).
