Title: DE: NMPs

Working with the Delaware graph today, I noticed some NMPs along I-95 in Wilmington.  I will try to fix them up myself unless someone beats me to it.

These should all be fixed now. (https://github.com/TravelMapping/HighwayData/pull/1363) The only remaining NMPs in DE should be FPs, and points on the state line.
