Committed to my personal repo. Holding off on a pull request until I get some Rhode Island stuff (http://tm.teresco.org/forum/index.php?topic=1971) merged, to avoid conflicts with updates.csv.

Field check and re-clinching last week confirms presence of US 40 signs on K-10 and the northwest corner of the reroute signed more or less accurately. However, coming north on US 59 there is no signage for US 40 at K-10.

The Bob Billings Parkway exit is missing from the update, as well as from K10.  The interchange was open in November, just after the eastern part of K10 in Lawrence was relocated.
