Title: PA: PA 61 point recentering in Deer Lake

As a result of widening PA 61 (http://www.readingeagle.com/news/article/route-61-businesses-back-on-the-right-road) to a four-lane divided highway, the points at Brick Hill Rd and PA 895 WB need to be recentered.  (both intersections are now controlled by jughandles)

Bing Satellite imagery is updated, and can be used to update OSM.

Also, I think a point @ Municipal Road should be added as well.

I might work on cleaning this area up in OSM later, and then you can tweak the file yakra.
