Title: WV: US-19 reroute in Shinnston

Looks like US-19 has been rerouted onto a new bridge a few streets north of where we currently have (and OSM has currently) it crossing the West Fork River.  I'll be fixing OSM in a bit so I can get the correct location for the new bridge to update US-19's file here.
